TD, I think that while there is some truth to what you say, "most" is probably an over statement. I know a lot of people who really have a good work ethic and want to do a good job. Unfortunately the opportunities to do this seem to be getting slimmer.
I've actually had very good experiences in my last few dealings with gov offices, specifically the IRS and - believe it or not - the Registry of Motor Vehicles, to name a couple. Our local town government personnel are top notch also. Retail? Well, not to insult anyone, but I think field is loaded with people who probably can't do anything else and don't want to be there, and of course, you get what you pay for.
I'll agree that there certainly are spoiled brats out there who don't really understand what it means to contribute, not just take, but I don't think that's "most"...
