Starting 510 John Deere Deisel in sub zero temperatures

This tractor has a block heater but no fuel heater.It is parked outside with little protection from the winter elements.What is the best metod to use for cold starts?I still have trouble even with the use of starting fluid.It seems to start fine when the temperature approaches 0 Celcius or above,but gets stubborn as the temperature drops.
