1ST Timer Needs Help

Hello All, I Have just purchased a non running International 3500 with a loader & backhoe. My problem is that the left hand tire is locked and will not turn when the tractor is pushed. This tractor has a hydrostatic drive. Are there any electrical electrical interlocks that that would make this happen? Where should a 1st timer like me look? Batteries were disconnected when we tried to move it. Right hand tire moves Left hand does not. We also tried holding the foward & reverse pedals that did not help. Can anyhelp?
