mf-35 may not be charging

i have voltage coming off the back of the generator anywhere from 8 volts to 15 volts depends on the rpm so it seems like the generator is working when i put my meter on the battery it stays the same around 12.6 volts no matter what the rpm amp meter shows nothing it did work in the past voltage regulator is about a year old . not sure if the battery is weak or it isnt charging i either have to jump it or put the battery charger on it for about 1 5 minuets to get it started. what do you guys think
