most of us will not ever know how they feel because we are people that work for a living, strive for happiness, and if told a cat 5 hurricane was coming we would evacuate like we are told to. I have 2 feet. If I was too poor to drive out of town or catch a bus I would walk, hitchhike, ride in the back of a pickup, or otherwise do what I could. I WOULD NOT sit around and expect the government to bail me out.
