Why won't my truck start ??

I have a 1986 F250 with a 302 EFI motor. This morning i went out to start it and it wouldn't. Im suspecting it has something to do with fuel not electric. Its happened before but but quit doing it until it got colder out. Here's the trouble, the motor turns over , wants to fire but wont, kinda chugs, like it isn't getting enough gas ?? Happened before and changed fuel filter, would good after, that was only a year ago, is it the inline fuel pump ?? or maybe could it be electric, ?? Any idea's ?
