Int backhoe won't swing

My 3414 backhoe swung real slow, so I figured the small pump that runs the steering, stabilizers and swing might not be putting out enough pressure. I tee'd into the main pump and got lots of pressure and flow, but now it won't swing unless I pull a dipper, boom or bucket lever, then it swings great. I think I may have a bad relief valve, but can't isolate it. Has anyone else had this problem?? Thanks Smiley
