1650 Starter

I have a 1650 that I rebuilt last summer. However, I have never been very satisfied with the performance of the starter. In cold weather it won't turn it over fast enough to start. So I have to warm the engine first. Today it is about 45 degrees and it still won't start even if I jump it. Has anyone else experienced the same thing and what did you do about it? I am not sure that even a new starter would perform better.
