John Deeren H intake valves

After completely overhauling the engine on my 39 JD-H, the intake valves seem to be sticking open allowing blow by through the carburator and out the air cleaner. This happens after the tractor runs a while and gets hot. It then will not hand start.The machinist said he allowed 3 thousands clearance for the new valve guides.Is that enough?
