The specification is given for overhauling the pressure plate assembly. That is the dimension used to set the lever height. There should be another spec given for lever height.
When using a clutch stand, the levers are pushed down to the specification given and then they are adjusted until you have 19/32" between the backing plate and the test stand.
When assembling the TA clutch in the tractor you do not need to worry about that spec. As long as there is not excessive wear in any of the parts and when assembled the levers are about parallel with the flywheel you should be good to go.
