It is OK to turn the engine as long as the Pump is not out of the gears. The Compression test requires a diesel compression gauge, and adapters for the injector hole. A air pressure leak down may be easier. Make an adapter for an air chuck to fit the nozzle seat. Remove the valve cover and loosen the cylinder's valve adjusters so much that you can take out the push rods (this will likely require turning the engine enough to get the valves closed). Put the tractor in neutral. Remove the main air intake hose from the intake manifold. Turn the engine In the correct direction until the piston is traveling downward, then put 100+ psi of air to the cylinder.
Listen for escaping air from the intake opening.
Listen in the muffler.
Listen in the oil fill hole.
The hissing intake and exhaust hissing will indicate major issues with valves.
Some hissing in the oil hole is blow by and normal. A massive flow indicated a hole in the piston, or broken rings.
If the culinder seems pretty tight, It might be injector issues.
My input would be to switch cylinders and see if that moves the miss. A diesel shop is needed to test injectors correctly. JimN
