As others have said, definately use anti-freeze. Dad's C had the thmp pickup unit at the return pipe to the engine,(bottom of radiator). Would never come off cold unless the tractor was low on water and it didn,t circulate, andby then you were in trouble. They do get quite hot at the top of radiator, that is what makes the system work, hot water rises and cold descends. My Cuib will get up to almost 200 going down the road without a load, but you can hold your hand on the return pipe back to the engine. If it isn't cooling, could be the radiator is pluged so enough air doesn't go through it, or uner some conditions a bad or misssing fan shroud can cause them to overheat.
