I certainly hope You put oil in the cup of the oil bath air cleaner. They are 80 year old technology and not really a very good air filter at all but without oil they're worthless. The vacuum of the running engine is supposed to draw oil up from the cup on the bottom into the steel mesh and capture the dirt.... without the oil the dust/dirt could flow straight through into the engine.
