No. I have a newly overhauled B (same engine) that has high-compression, over-sized pistons in it and I can hand start it with one hand using normal effort. And I'm no muscleman. It shouldn't turn that hard, take the sparkplugs out and see if it still turns over hard. It should spin over with minimal effort with the plugs out. Then have somebody sit on it and hold down the clutch while you turn it over. That would eliminate the transmission drag. If it's still hard to turn over, I'm not sure what could be bound up that tight.
