The idle screw controls the amount of air bleeding into the pilot circuit from behind the venturi. Turning it out lets more air in. The air flowing through the idle circuit sucks fuel out of the idle jet and it comes out of the slot above the throttle plate. If you have the idle air screw turned all the way in, you are not using the idle circuit much if at all. That would explain why it idles poorly. You might have an internal fuel leak. The IH service manual gives a good discription of how the various circuits in the carb work. The IT manual only gives a drawing and some ballpark settings. It is good enough to see where the circuits go. You should be able to squirt carb cleaner through all of them.
