Ok, I’m brushing off a few cobwebs here as it has been a long time since I’ve worked on one of those. To answer some of your questions, yes the valve needs to be timed with the hitch. I believe that the lever can rotate 360 degrees, but that really is mute as it doesn’t need to in order to function. Sounds to me like the previous owner had an issue and cobbled it up so that he could get by without fixing it right. In my opinion you must get an IT manual or other shop manual to do this correctly unless someone here can walk you through doing it. I have the manual, but can’t get to it until tonight. Post back here if you want more info, and I’ll see what I can do.
