The wheels will not hurt a thing, it makes the tractor rather unique I think. I would be a little concerned about the smoking engine however, it's nothing that can't be fixed, but a rebuild kit is somwhere around maybe $800? I think I would offer the man around the $750 mark, go up some if you need to.
