Super A, 113 Tune Up Help

Hi, Tractor is new to us, started, but ran rough and needed a tune up. Compression check showed all 4 cylinders above 100. We got the tune up parts installed: cap, rotor, points, new plugs, new wires. It has a magneto. We got a video-tape on how to do a tuneup and a workshop manual. We got new "crush washers" for the spark plugs too. We are having problems setting the timing. We are correctly gapped at .020 when points are open. I see the MAG turns clockwise. My question is, should the points be "closed" or open as the mag-rotor is pointing towards to cap ? I'm thinking, they should be closed and they create the spark "as they open"...as it is, we are not getting any spark. Is this correct ? Also - any good tips on how to set the engine at TDC ? We can not see the "DC" on the flywheel thru the bottom inspection plate to line up with the big "tick" mark. Thanks in advance Tom Hudson Flint, MI
