My H has three weights on each tire and it does not lack for traction. There are two full weights on the outside and a set of half weights on the inside. There are four long bolts running through all of them. People will tell you putting more than two wheel weights is hard on the axles but I know a lot of people who run two sets of weights plus fluid. If you don't have a swinging drawbar that hooks up under the tractor I would get one. That extra traction will make your front end a little light. The hitches are fairly cheap to buy and easy to make. There sould be a picture of one in your book. We have bailed hay with our H but its not the ideal tractor for the job, in heavy windrows first gear is too fast and you can't slip the clutch. The only thing you can do is pull the gearsift into neutral let the hay feed in and touch the clutch pedal and jam it back into gear real quick while the bailer is still turning. If you could find a hand clutch that would definatly be the way to go.
