Couple weeks ago we were driving
it and float stuck in carb.
Flooded it good. Got that resolved
and now the tractor is back firing
and not wanting to idle good.
Tinkering with it the other da myy
and with out touching the
throttle,while I was adjusting the
carb the motor revved WAY up.
Turn carb back other way and it
didn't slow down. So I killed it.
Waited a minute or two and crunk
it up and it was running at proper
speed but still rough. Any ideas? Does governor need oiling?

Start with the basics:
Compression
Fuel
Spark at the right time.

If the above are good I would rebuild the carb and you should be good.
 
Just a shot in the dark- check that the governor linkage to the throttle is loose and works freely. You can loosen the nuts that hold the carb to the manifold flange, and move the carb body around a little if the linkage is binding. You can put a drop of oil on the contact points of the linkage as well.
I've tinkered with the governor, carb, and linkage on my ZTU, but I've never gotten it to really snap open and shut like the ones on the U models. unc
 
Definitely linkage if you have tinkered with carb. Sucking air around throttle shaft, gasket leak. A condencer can cause issues to.
 
I rebushed my governor & repaired the throttle shaft area where the shaft goes through. My ZTU works as smooth as any. My RTU did as you were saying, did the same to it, works smoothly now. On my Z, I filled the hole on the linkage side with JB Weld & cross drilled it. If you do it this way & it isn't straight, refill and try again. It has been this way since 2001 & runs like new. Just my two cents.
