Throttle setting

I finally got my TEA20 started, but it
will not idle down. I have been looking
at a book I have and it looks like I have
everything right. With the air cleaner
off it might be the throttle rod spring.
When I push the throttle up to idle, it
springs back to 3/4 throttle. There are 3
springs on the system, but all the
springs look like they are pulling to
full throttle. Do I have to adjust the
throttle rod spring or what should I do?

Bob, I had my buddy drill it out and tap it. Then put it back together. I'm looking at all the springs on it and they are installed to give it more gas. I can't see any spring that would pull it shut.
 
The springs on the throttle rod and governor just won't let the throttle go to closed. It goes to open.
