Pony stuck valve

Water got into my Pony (cracked exhaust manifold) and #1 exhaust valve is stuck. Is there a way to free it without taking the head off? On Wisconsins I"ve rotated an Allen wrench and tapped it down. Would this work? Can it be pulled down if the side cover is off? I.ve filled it with MM oil.
 
I've freed up valve like that by filling the manifold with ATF and letting it sit a few days. I then take a pair if vise grips or other such tool and twist and pull on the valve to get it to move and free up. I've had pretty good luck doing that
 
I am guessing that a pony is a flat head. I do not know the pony as such but if it is a flat head on most of those you can pull the spark plug out and then be able to push the valve closed threw the plug hole. I have done that on 8N ford a number of times. With the valve in head engines I pull the valve cover. So yes you maybe able to do it by way of the side plate
 
Yep, it is a flat head. Like old said, soak with ATF and try to tap it lightly through the spark plug hole.
