mf 135 carb foat

Im having trouble understanding the manuals directions for float level adjustment on a Zenith 13338 carb
It says 1 5/32 when measured from gasket surface to farthest edge of float at free ends
DOES this mean at needle closed position or needle OPEN position????
Im sorry Im not getting the instructions

Should be with carb. held upside down and main inlet needle closed.

I've found on some carbs that the new float and kit has the new float adjusted to the correct distance, to begin with, if everything is cleaned up and spotless.
