1010 PTO clutch spring

1961 1010 Utility w/dual rpm.

The PTO clutch hand lever works, but doesn't have any "spring" to it. It will flop forward, or flop backwards, seemingly held in place just by the weight of the hand lever. The book says something like 18 pounds force to operate the lever. Its been this way since I've had it. Clutch operation is working still.

There doesn't seem to be any spring resistance coming from the clutch, and looking at the parts diagram I don't see that it uses a circle of springs to compress the plates, with only one small spring shown. Or is a belleville type spring used behind the clutch stack? Didn't want to split the tractor in half yet to investigate, since things are still working.

Is there supposed to be an external spring on the hand lever? Or does it all come from the clutch? Is this and adjustment thing, or do I have something broken internally?
 
There are no springs.
The best way to explain how the PTO clutch works is that it is similar to the same action as a 2-cylinder hand clutch. You must adjust the free play and when you push the clutch over center you will feel a snap and the clutch will be engaged. Likewise when you disengage the clutch.

Thank you, that makes more sense now. I had read the adjustment procedure, but thought I must be adjusting against spring pressure where there was zero to start with. Over centering explains it.
