2640 Rockshaft inspection and repair

I have been following my service manual to diagnose my hydraulic troubles. I have the cylinder and valve housing out. Next step is to inspect the control valves. I can't see how to get the snap ring off. I have a set of fine point picks but can't get under the edge of the snap ring, is there a trick? Should the plug compress slightly?
 
Yes, there's a spring below the plug that keeps it tight against the snap ring. Press it down slightly to take the pressure off the snap ring.

I have been praying for a smoking gun with my hydraulic problem. I hope this is it. I had to put a socket on the plug, then using a clamp compressed it enough to get the snap ring out. On one of the valves the o-ring that goes around the plug was half gone.
This may not be my only problem but it definitely needed attention.
While I'm here I'll present another question. On the inside of the rockshaft housing there are two steel ball type valves. One moves freely and springs back when compressed, the other can not be compressed and I can't find access to it. Does anyone know anything about this?

You are on the right track as far as repairing your leak....if you go to the parts catalog there may be all you need under
"rockshaft overhaul kit"
Unsure about the steel balls you are referring to.
The failed o-rings you show are a common failure on these tractors, but often not diagnosed
