It took some time but I finally go my H to start. Thanks for all the advice. I checked the valve clearance and sure enough they were all almost touching. The one cylinder that I was losing compression in appeared to have no gap at all with the exhaust valve. Once I set the gaps back to what they should be the tractor did start but would only run with 3/4 choke for about 5 minutes and then was able to take the choke off. I had the carb apart so I am starting from scratch with all my settings. When I finally got it started it was below freezing. Would that explain why I needed 3/4 choke until it warmed up? Or might there be another issue going on? At no point would I say it was running great, but it did continue to run on its own. I know the manual says to not make any adjustments to the carb unless the engine temp is at 190 degrees, which it most definitely was not. I had to shut it off because I was afraid of being found on the floor of the barn since my barn doors are locked up for the winter!
 
Shouldn't be and full/near empty difference if the float valve in the carburetor is working correctly and if the fuel filter(s) aren't plugged.
 
They will take choke at that temp to get started BUT not to stay running. You obviously still have carb issues .
