Loss of Pwr on Left Turn, 4020

My friends 1967 4020 Diesel looses power on a left turn going down hill, not excessively steep. The tractor comes close to killing and then resumes normally. This is when plowing with a 3 bottom mounted plow. Seems I have seen that issue on here but I cannot find it. Does anyone have an idea what is causing this? Is this likely in the Injection Pump? I have not been able to experiment to determine other characteristics. Thanks. Paul
 
If the fuel level is low and it has problems when the front end drops it could be the fuel (transfer) pump or maybe something in the fuel tank plugging the outlet. Does it improve with a full tank?
 
I have wondered about the transfer pump also. The tank has lots of fuel in it. Thanks. Paul
 
I'm wondering if the "right" brake is dragging or trying to come on,,like with a pedal valve leaking past,,with the tractor differential needing to let the right wheel speed up and it can't...
