Won't idle down

I just purchased a non-running late JD B. With little effort the tractor now runs and runs pretty well but will not idle down. The governor is responsive throttling up but the only way I can get it to idle back down is by pulling the choke out. I have had the governor shaft out and all looks to be in good shape with little play in the weights. I have also checked the throttle shaft for proper length and binding. Carb is also adjusted, including bowl setting (dltx 67). Do I just need a carb rebuild or am I missing something?
 
Have you tried to screw in the meddlesome at a time. When the IDLE needle is seated its pulling fuel from the LOAD SIDE. the LOAD passeages are plugged. Same goes for the LOAD needle. When that needle is seated it should run at and pull fuel from the IDLE passages. If it won't. Your carb needs to be properly cleaned and I WILL recommend Poppin John Carbs for the work !!!! He treated me darn good when I had him replace my carb stem and clean a passage that I didn't get cleaned as needed. Go to his website and he's got the diagrams and helpful hints.
 
Plates on throttle shaft could be loose, or more likely the throttle shaft is worn allowing air to be sucked in around the worn shaft ends. I think that'a why that shaft is part of a carb rebuild kit.
 
Is the idle speed screw on the carb throttle lever turns out so far it doesn't touch the stop?
 
Easiest way to find where the air leak is is to spray carb cleaner or either anywhere air can get in with tractor running it will rev up if any of the spray is sucked in
