I don't know exactly what the proper adjustment for the TO-25 is but, it can get you started I think by turning the main needle all the way end clockwise until it stops, don't titen do it you can break the needle. Then turn it back out one full turn. That will get it started and running. For the other needle adjustments look online for the Ferguson TO-35 owners manual just the simple one or the IT Shop manual that will tell you in there what you have to do to adjust it completely.
 
Getting a good carb adjustment is only possible when everything else is operating as it should. A poorly tuned engine, or a sick engine will not respond favorably to carb adjustments.

Adjusting the carb should be the last thing you do following any engine work or tuning. The engine needs to be up to operating temp with a working thermostat. The air cleaner needs to be recently serviced, including cleaning the wire mesh inside the canister. There needs to be clean, fresh fuel in the tank. The oil needs to be reasonably within it's change intervals, and free of gas contamination.

As with all the other conditions, the carb must also be in fully functional order. A flooding or internally clogged carb will not adjust.

Once everything is in order, it's time to start the adjustment.

Set the idle speed at a low RPM. The idle needs to be in the 450-500 range, no higher. If there is no working tach, set the idle speed about as low as it will reliably idle.

The small screw up near the top is the idle mixture screw. It adjusts the air bleed, so turning the screw in richens the mix, out leans it.

Back the screw out until the idle falters, then back in to best idle, then slightly in another 1/8 turn or so.

If the adjustment makes no difference, either the idle is too high, or the idle circuit is clogged, which would mean going through the carb.

Next adjust the high speed mixture. That is the larger screw extending down into the bowl area. Start with the screw about 1 1/2-2 turns off the seat. Seat the screw very gently, do not bottom it with force.

With the engine at idle, suddenly open the throttle and listen as the engine comes up to speed. You want the engine to respond without hesitation.

Start leaning the mix about 1/4 turn in at a time, repeating the test until the engine falters on sudden throttle opening. Then back the screw out 1/4 turn, repeating the test until it will take sudden throttle from idle without hesitation. A single puff of black smoke is the goal.

This is a ballpark adjustment. It may need the high speed fine tuned under actual load conditions in the field. It will vary by load, temperature, and humidity conditions.
 
Start with 1 turn out on the idle screw and 1-1/4 out on the power screw, the big one. Once idling and warmed up you can fine tune idle then add power and adjust power screw till your running strong. Make sure the governor is working properly. When you get a chance pick up the repair manual, I think they are available here.
