to-35 oil pump rebuild fail

Hi,

rebuilt the oil pump on the to-35. Got the gear staked. Applied the paper gasket. Screwed it shut. No turn. Gears wearing on the inside of the cover. Not sure what I am doing wrong. Could add a second paper gasket. Advice appreciated!

the gears have a specified clearance between them and the housing, it might be in the manual - usually I just add gaskets until the gears turn smoothly/freely - I have never done this specific pump, but the gear pump is a common design across many engines -
 
Yes, add gaskets.

But don't add too much, just enough to get enough clearance to get it turning without dragging.

You can make shims with thin paper.
