Surprisingly enough, those are called "brakes"!

The boots are to keep dust out, the leaking oil seals are inboard of the brakes on the "bull pinion shafts".

The first inch or so of thickness next to the tractor is
the outer flanges of parts 11 & 12 in the attached
diagram of the 1st link. The two seals woreout is
referring to are shown as number 14. The gears on
shafts 8 & 9 are the bull pinion gears. Those drive
larger gears called ..bull gears.. that turn each wheel.
The problem is that there are likely loose bearings that
let the shaft move around to much for the seals to seal
properly. If you click the diagram in the links they will
open as a clearer pic that you can expand. The parts
listing are below the diagrams. The 2nd link shows
what is in you ..pods.. the brakes. The internal parts
are identical for both sides. You may have to dodge a
few adds in there. I would use the CNHI ..factory..
diagrams but we will just say they are a bit less than
cooperative in the new format this gives you the same
part numbers. Sometimes a good deal is not always a
good deal, cannot remember how you came to get this
tractor, so not have time to look back in your post
tonight.

You can get a repro owners manual from Jen Sales, and maybe even on this site. An IT shop manual is also a good idea, but really technical. If you plan to keep the tractor for any length of time, those are really good investments. I have had my 2424 for almost 35 years and its been a great tractor for my needs.

"An IT shop manual is also a good idea"

A FACTORY service manual set is a MUCH better idea! Not sure what THIS site has for reprints, ebay has genuine used OEM manuals and some reprints.
