656 hydraulics

I replaced both lift pumps, rebuilt lift cylinder under the seat, fresh fluid and filter. The 3 point hydraulics are still slow in both directions. What is going on?
 
There is a pilot relief valve that is probably failing. I believe it's under the seat. You should be able to see it from the rear of the tractor. 1 1/8 socket to remove it.
 
A very good friend of mine has a 656 and was having hydraulic problems. we found the problem under the floor plate. There is A steel hyd tubing that burst probably from vibration. We removed the tubing , reinforced the tubing and brazed it. The fix cured all his hyd problems.
You do not need to lift the floor plate off but pry it up in the rear and support it with wood blocks. If I remember correctly there is a plate on the rear of the rear end housing for access also.
