IH 350 utility shifting

Was talking to my brother which has a 1958, 350 utility. It has been parked inside for 20 years. He tells me it got parked when it started getting stuck in gear. He said he would have to shut the engine off and manual push the tractor in the opposite direction to get the shifter out of gear. I have not looked at it but, to me this sounds like the clutch is not opening up enough. What do you guys say?
 
The shifter lever itself may be worn down to where it is not pulling/pushing the shift rail far enough. Also the TA may be out of adjustment. Both are simple checks and fixes.

The actions in the system are as follows:
With the tractor moving (lets say 2nd gear in direct, TA lever forward) as you step on the clutch pedal the freeplay is first
taken up by about 1.25 to 1.5 inches of easy movement. At that point the main clutch throwout bearing starts to push the main
clutch fingers.
As the pedal is pushed farther, the main clutch disengages (about 2.5" or so).
At that point the tractor stops.
As the pedal is pushed farther, the TA clutch Throwout bearing is pushed against the TA clutch fingers. The TA rod and linkage
have been moving in a slotted link, and it has reached its limit.
Now as more pedal travel is used (maybe 4 ") the TA clutch becomes fully disengaged. THis releases the forces on the TA sprague
clutch, and the tractor can ro;; backwards.
The TA clutch should release with at least 1.5" of travel left on the pedal. Jim
 
Thanks guys, You have confirmed what I kinda thought. My brother is one that just don't go after getting things done. He also is very hard on equipment. He seems to think there all bull dozers. He has my dad's 8N as well and now broken and he borrowed my super 55 once and broke it but, never again thought. This last week end he asked about moving the 350 down to my place for storage. Which means he no longer wants it. I know. He's family. I should help him out. But Wait. he don't help me out. Maybe that tractor should become mine after a year of storage. Ha.
